Year Two Implementation of Together In Faith Plan
Northwest Wayne Vicariate

The Northwest Wayne Vicariate's Together In Faith (TIF) Plan approved by Cardinal Maida included several goals, objectives or strategies to be met by certain deadlines.  Below is the Progress Reported by the Vicariate Pastoral Council in each area, the Tracking Committee's Response, and Implementation Updates.

1. By July 2006, St. Maurice and St. Genevieve parishes will cluster.

2006 Progress Reported: Completed January 8, 2006.

2007 Tracking Committee Response: The Tracking Committee commends the parishes on working together to make this happen.

2008 Year Two Implementation Update: Completed.

2. By October 2006, submit cluster plans for the following parishes: (1) Divine Savior with St. Theodore; (2) St. Raphael with St. Dunstan; and (3) St. Damian with a neighboring parish.

2006 Progress Reported: St. Dunstan had asked to join the NWW Vicariate and their conversations continue with St. Raphael. Divine Savior and St. Theodore have been meeting on a regular basis, and St. Damian has asked to join with St. Theodore and Divine Savior, making the cluster three parishes.

2007 Tracking Committee Response: The Tracking Committee commends the parishes in each of these collaborative relationships for working together to explore how they can share programs and resources, as they develop cluster plans.

2008 Year Two Implementation Update: Divine Savior and St. Theodore continue to work toward clustering and greater collaboration. St. Dunstan and St. Raphael are not moving towards clustering at this time, as St. Dunstan continues to develop its Parish Council and subcommittees, but they are encouraged to stay in dialogue. St. Dunstan's school is facing challenges, and is being encouraged to work with the Schools office to plan for the future.

3. By December 2006 the vicariate will submit a plan for collaboration between and among the four planning quadrants of the region.

2006 Progress Reported: The "quadrant" plan has been working well. Every other month, in lieu of a VPC Meeting, each quadrant meets. The minutes from the quadrants have all been submitted to the Office of Parish Life and Services.

2007 Tracking Committee Response: The plan for meeting as quadrants in lieu of a VPC meeting every other month seems to be effective. The Tracking Committee encourages the VPC to return to the original Together In Faith plan to further develop areas of collaboration with specific emphasis on the area of Stewardship.

2008 Year Two Implementation Update: The "Quadrant Plan" is driving collaboration, and there is much better communication between the parishes within each quadrant, which has led to the initiation of several key programs. Please provide an update on this planning.

4. By December 2006 begin planning for closing of St. Bernardine of Siena upon the pastor's retirement in 2011, and the merging or closing of St. John Bosco upon the retirement of its pastor.

2006 Progress Reported: The people of St. John Bosco Parish, as well as the people of St. Bernardine of Siena Parish are aware of the plan for merger/clustering or closing. St. John Bosco would prefer not to close, but to be merged with an adjoining parish. The original parish chosen for a cluster was St. Robert Bellarmine. The people of St. John Bosco are also actively pursuing the possibility of working with the Arabic community who is presently utilizing their facility. (Regional Auxiliary Bishop Francis Reiss is aware of this.) St. Bernadine of Siena is very clear in stating that they will close upon the retirement of their present pastor.

2007 Tracking Committee Response: St. Bernadine is to be commended on the communication and understanding of their future status upon retirement of their pastor. St. John Bosco is encouraged to follow the TIF final recommendations submitted on March 2006 to, upon the retirement of its pastor, merge or close, and not to consider clustering. The parish may wish to investigate other surrounding parishes for that recommended plan of action.

2008 Year Two Implementation Update: Plans are being developed for St. Bernardine of Siena to close and St. John Bosco to merge with a neighboring parish or close when their pastors retire or are no longer able to serve their parishes. Please provide an update on this planning.

5. By December 2006 the parishes in the Plymouth/Canton/Northville region will develop and submit a collaborative plan for meeting pastoral needs for when fewer Associate Pastors are assigned in these parishes.

2006 Progress Reported: The Parishes of Plymouth/Canton and Northville have been meeting regularly, and a listing of all ministries, support groups and outreach programs have been identified. The goal is to provide each of the parishes with adequate information on programming for the future. The Pastors of the Plymouth/Canton/ Northville region have been meeting monthly to begin conversations and enter into discussions on a variety of ways to help one another. Together, as in the Livonia region, helping each other as well as combining as many of our energies and efforts.

2007 Tracking Committee Response: Good progress is being made with the listing of all ministries, support groups and outreach programs which might currently involve Associate Pastors. The parishes are encouraged to draft a theoretical schedule of Mass times given fewer Associate Pastors.

2008 Year Two Implementation Update: The parishes in this quadrant are identifying ways to work together to break down traditional barriers by collaborating and taking advantage of the expertise of each parish. Please provide more detail about this planning.

6. By December 2006 submit plans for all Catholic schools using the SERF or another model with objective criteria. The principals are to meet monthly to develop these plans.

2006 Progress Reported: The Principals have been gathering regularly and have submitted their plan to the Department of Parish Life and Services, and the Catholic Schools Office. All parish Principals are in agreement.

2007 Tracking Committee Response: The parishes are to be commended for their adoption of the "School Vicariate Minimum Criteria Viability Worksheet". The school principles are encouraged to continue meeting regularly. The Tracking Committee recognizes that, given its size and quadrant structure, this vicariate faces significant challenges in communication. Particular attention should be placed on keeping people informed of the process of all plans for collaboration and consolidation, with an emphasis on transparency.

2008 Year Two Implementation Update: Some progress has been made in planning for the Catholic Schools in the vicariate, through regular meetings of the principals and sharing of information, however detailed plans are needed or the schools will be challenged by gradual decline and ultimate closure.

General Update:

2006: No changes have been made to the document; rather, the document is receiving clarity.

2007: The vicariate is encouraged to integrate the Hispanic Pastoral Plan into the Together In Faith plan, and future reports should give an update on the implementation of this.

2008: The Vicariate has made progress as a result of the "Quadrant" model, particularly in stewardship, evangelization and young adult ministry. The vicariate is encouraged to incorporate the Hispanic Plan and Hispanic ministry into the "Quadrant" and parish planning process.
